I stopped and waited for them to go (out of turn) and they just sat there staring at me. I started to roll and they started to roll. By this time I was fed up and just went.
That car followed me for a mile before going around and racing away.
The driver letting pedestrians (or cyclists) cross when they don't have priority is a thing in Japan too. I find it irritating too and, as with you, tend to indicate strenuously that they should just continue. I get that they are trying to be nice and/or polite but I think it's bad because it will tend to encourage bad and/or dangerous behavior in pedestrians and cyclists who may thing they are entitled to cross when they aren't
